Sizzling Szechuan Beef Stir-Fry with Bok Choy

Ingredients
- 1.5 lbs flank steak, thinly sliced
- 4 cloves garlic, minced
- 1 tbsp ginger, grated
- 3 tbsp low-sodium soy sauce
- 2 tbsp rice vinegar
- 1 tbsp honey
- 1 tsp toasted sesame oil
- 1/2 tsp red pepper flakes, plus more to taste
- 2 tsp cornstarch
- 2 tbsp vegetable oil
- 8 oz baby bok choy, trimmed and halved
- 4 scallions, sliced
- 3 cups jasmine rice, cooked
